New Land Records System Saves Taxpayers Big Money ✓

On April 1, 2021, Recorder McClain released a new Land Record Management System called RISS (Recorder’s Information Search System) to replace the existing system known as “Resolution.” RISS was created in-house, under the direction of Recorder McClain, in effort to save nearly a ¼ million dollars in maintenance and support fees over the next four years.

County Recorder McClain Welcomes New Technology During COVID-19 Pandemic ✓

The Montgomery County Recorder’s Office began accepting non-transferable documents for E-recording on August 3rd, 2020 which includes mortgages, releases and assignments of mortgages. E-recording allows individuals, lending facilities, title companies and attorneys the opportunity to conveniently record their documents electronically from their homes and/or offices. In addition to postage savings, E-recording allows the submitter to track the status of their documents and to instantly correct any submission errors while retaining the original documents in their possession.

Recorder McClain Launches “Voices for Vets” Advisory Group ✓

As a proud veteran, Recorder McClain wishes to provide the nearly 40,000 veterans within Montgomery County a voice in improving the services they have earned. In doing so, he launched the “Voices for Vets” Advisory Group in January 2020. The group of volunteers is comprised of two community members and 16 veterans from different branches of military service. The Advisory Group meets once a month to address veteran issues, concerns and feedback. Additionally, the group offers assistance to veterans seeking a second set of medals or information about discharge upgrades.

Implement Offsite Recording Services for Disabled and Immobile Veterans ✓

Montgomery County is only the 3rd of 88 counties in Ohio to offer offsite recording services. This FREE innovative service was introduced to primarily assist those Veterans who are disabled or immobile to record their active duty military service release documentation (DD-214) conveniently and securely outside of the walls of the 5th floor of the County Administration Building. The DD-214 is crucial for Veterans to verify their military service and to receive benefits from the Department of Veterans Affairs or their local state government. "Our DD-214 is the access point to benefits. We must ensure no benefit we have earned by our service is denied or lost because our DD-214 is lost or damaged beyond being legible. Every Veteran has earned better," stated Veteran and Recorder McClain.

Implement A Fraud Detection System To Combat Property Fraud ✓

On May 17, 2018, Recorder McClain implemented a FREE fraud detection system called the Fraud Alert Notification System (FAN) System to protect all Montgomery County property owners against property fraud. Thus far, over 1200 citizens are being protected against fraudulent activity that could negatively impact their ownership interest in their homes.

Issue Veteran Identification Cards to Eligible Veterans ✓

In July 2018, Recorder McClain implemented a Veteran Identification Card Program, which will benefit approximately 40,000 veterans countywide. The identification card can be used to assist in obtaining burial benefits, health care, proof of military service, VA Home Loans and many other benefits.
